The European Court of Human Rights (ECHR) ruled today that the Greek authorities failed to integrate Roma children into the ordinary education system. This, in addition, amounted to discrimination against them.
The applicants of the case Sampani and Others v. Greece were 140 Greek nationals, all of Roma origin, who complained to the court that they or their children had been enrolled at the 12th school primary school in Aspropyrgos which was attended exclusively by children from their own community and provided a lower standard of education than other schools.

Manifestación en Hungria contra los gitanos, por Jobbik, en la ciudad de Miskolc


Una manifestación en Hungría contra los gitanos, convocada nuevamente por el partido ultraderechista húngaro Jobbik en la ciudad de Miskolc, ha tenido en esta ocasión respuesta y cientos de romaníes, una comunidad históricamente marginada en este y otros países europeos, se manifestaron pacíficamente en Miskolc.






Miles de personas han participado este miércoles en una manifestación convocada por el partido ultraderechista húngaro Jobbik en la ciudad deMiskolc, en el este del país, para protestar contra la población gitana, a la que acusan de provocar inseguridad en las calles.

De forma paralela, en torno a un millar de gitanos se ha concentrado también en Miskolc, la segunda mayor ciudad del país, para acusar a la ultraderecha de actuar en base a prejuicios. La Policía ha separado ambas manifestaciones y ha evitado cualquier tipo de enfrentamiento.

Failed refugee claimants find sanctuary in Toronto churches



Four Toronto churches have agreed to hide asylum-seekers whose refugee claims have been rejected and others say they are considering the request, the Star has learned.
Members of the Southern Ontario Sanctuary Coalition have met with 13 churches over the past few months, as well as with representatives from Mennonite communities in Kitchener and Toronto. The group also plans to meet with local rabbis and their congregations. The coalition’s 60 members represent congregations who organized in the early 1990s after a number of Eritreans were thought to have been wrongfully deported.
Sanctuary— when a church offers someone a measure of symbolic protection from authorities — is a medieval and historic concept that is rarely offered today. It is a last resort and needs tremendous community support to succeed.

UE. Derechos Humanos y el racismo institucional




“Pensaba que Europa no volvería a ser testigo de este tipo de situación después de la II Guerra Mundial”. Casi dos años después de estas controvertidas declaraciones de Viviane Reding, vicepresidenta de la Comisión Europea y Comisaria de Justicia, Derechos Fundamentales y Ciudadanía, las expulsiones generalizadas de gitanos vuelven a ser noticia.

Por un lado, proliferan en Europa programas para promover la igualdad del Pueblo Gitano, retórica humanista, e informes y legislación que buscan su protección jurídica.  Desde la proclamación de la Década de la Inclusión Gitana (2005-2015),  a la celebración de cumbres periódicas al más alto nivel institucional, la Unión Europea pretende hacer público su compromiso con la igualdad y la promoción del Pueblo Gitano.

Este soporte retórico, pero también jurídico y financiero, al menos sobre el papel, contrasta brutalmente con la situación que denuncia la organización European Roma Rights Centre (ERRC). Un cuadro general que afecta, en alguna medida, a la práctica totalidad de los estados europeos en diferentes materias: libertad de movimientos, segregación sistemática en la educación, segregación residencial, expulsiones forzosas, tráfico de seres humanos, denegación de acceso a los servicios de salud y de asistencia social, esterilizaciones obligadas, y ataques violentos contra las personas.

Ils sont descendus dans la rue pour protester contre une soudaine coupure d'eau et d'électricité.

Certains parlent de représailles, de punition à cause de nuisances, notamment sonores, occasionnées par leur présence et dénoncées par des riverains.

Le carnet de circulation des gens du voyage censure par le conseil constituitionnel


Le carnet de circulation, que les gens du voyage devaient faire viser tous les trois mois à la police ou à la gendarmerie : le Conseil constitutionnel a été très clair dans sa décision. Ce carnet est contraire à la Constitution. Tout comme, au passage, l'obligation de résider trois ans dans une commune avant de pouvoir être inscrit sur les listes électorales - alors qu'un citoyen lambda n'a que six mois à attendre, (facilitation pour voté) 

En revanche, le Conseil ne trouve rien à redire au livret de circulation qui doit, lui, être visé une fois par an.

A Corte Constitucional na França finalmente declarou inconstitucional o Carnê de Circulação, que os ciganos nômades e demais "gens du voyage" deviam fazer vistar a cada três meses na polícia. O Conselho Constitucional foi claro em sua decisão: o carnê é contrário à Constituição francesa. Mas permanece um "livreto de circulação" que deve ser vistado anualmente. 

O carnê de circulação havia sido criado por uma lei de 1969, para que o Estado soubesse sempre onde se localizam seus cidadãos. A inspiração foi uma lei de 1912, que havia criado um "carnê antropométrico" ... 




Mas pelo que esclarece uma matéria no Le Monde, o princípio de controle não foi censurado, e sim a diferença entre carnê e título, baseada em uma diferença de renda.  
Por isso, o carnê foi abolido, mas a lei de controle não foi revogada, só alguns itens. Também aboliram a pena de prisão decorrente do descumprimento dessas obrigações. E a necessidade de permanecer três anos na mesma localidade para ser inscrito na lista eleitoral.

La vicepresidenta de la Comisión Europea, Viviane Reding, anunció hoy que en la Unión Europea (UE) se va a constituir "un grupo de Estados miembros que quieran ir a la cabeza de la integración de los gitanos" y recordó que existe para ello un fondo dotado con "miles de millones" de euros.
Francia formará parte de ese grupo "y también países que actuaron muy positivamente en esta dirección, como España, por ejemplo, y Finlandia", dijo Reding en una entrevista al canal franco-alemán Arte.

Belgrade, 17th August 2012 – Regarding the expulsion of more than 300 Roma from the camps around Lille, Lyon and Paris that happened last week in France, World Roma Organization with great regret ascertains that actions undertook by the French authorities do not represent discontinuity with the broad criticized procedures of Nicolas Sarkozy’s administration, who expelled in 2010 around 10.000 Roma from France.

We appeal to the president of France François Hollande to follow his commitments from the election campaign and to not perform expulsions and dismantling of camps without prior solving of housing issues of concerned families. In addition, we remind him on the letter from March this year addressed to RomEurope, in which he denounced previous Sarkozy’s policy towards Roma for creation of situation of intolerable precariousness for Roma communities.

What is necessary to do on the level of local communities is systematic solving of question of alternative housing of Roma families before they are expelled, so that they wouldn’t be brought into unenviable position.

World Roma Organization greets idea that was presented today by the French minister of interior Manuel Valls about facilitating of limitations for employment of citizens of Bulgaria and Romania, since the great number of Roma in France is coming exactly from these two mentioned countries.

Francia sigue expulsando gitanos


Las autoridades francesas evacuaron ayer a unas 200 personas de dos campamentos gitanos en las afueras de Lille, en el norte de Francia, mientras que unos 250 rumanos tomaron un vuelo chárter a su país desde Lyon, en lo que las asociaciones humanitarias denuncian como expulsiones disfrazadas. El nuevo Gobierno socialista, bajo la autoridad del presidente François Hollande, da así continuidad a la polémica política impulsada hace dos años por el exmandatario Nicolas Sarkozy, que fue muy criticada por la entonces oposición socialista. El Ministerio del Interior alega motivos sanitarios y busca un cambio de tono al insistir en la necesidad de buscar alternativas para los desalojados.

Czech Authorities Must Prevent a Forced Eviction of Roma Families


(Washington, D.C.) – Amnesty International today called on Czech authorities to prevent forcibly evicting dozens of Roma families living in rental accommodations in the north-eastern Czech town of Ostrava this weekend.
On Friday morning, the head of Ostrava’s construction office delivered an eviction notice to more than 40 Roma families living in rented housing on Prednadrazi Street, giving them just over 24 hours to leave the premises voluntarily. If the inhabitants fail to leave, they risk having the police enforce the eviction order.
Since local authorities provided only a day’s notice, the human rights organization is concerned that it will amount to an illegal forced eviction. Thirty families with have not been provided alternative housing arrangements yet.
“If an eviction is found to be the only workable option, nobody should be left homeless,” said Jezerca Tigani, Europe and Central Asia deputy program director at Amnesty International. “The authorities must ensure that any alternative accommodation complies with the criteria for adequate housing.”
International criteria for adequate alternative housing include stipulations on the size, affordability and location of the accommodation, as well as its accessibility to essential services.

Now evidence suggests they are being sterilised against their will. Ingrid Ginova was just 16 when doctors sterilised her without her knowledge. When she publicised her plight, police threatened to imprison her. Her story gives added weight to a new report stating that Romany women have been sterilised for decades without their consent.

WALLS - Roma families in Romania 'enclosed' by a new wall

"The erection of a concrete wall in Baia Mare in northern Romania has led to a human rights group accusing the town of trying to set up a ghetto. The mayor of the town, Catalin Chereches, says the wall has been designed to prevent traffic accidents.

"Tom Wilson visited Baia Mare - and, first, another town in Transylvania in which local Roma have experienced the effects of a new wall.

MEDIAROMA: Roma Tents were Demolished in Körfez


30 tents in Yavuz Sultan Selim neighbourhood of Körfez district of Kocaeli (Marmara region, Turkey) were demolished by municipality officials. Roma families coming from various cities primarily Adana were living in the tents which had been pitched on the area which is used as a construction site by the Mass Housing Administration. It's unknown that where do the Roma families go after the demolition.

Un milione di euro per riqualificare 57 aree in cui vivono cittadini Sinti e Rom.


Li ha stanziati la Regione per migliorare i campi nomadi dell’Emilia-Romagna. Anche se meno gravi rispetto al passato, esistono infatti carenze testimoniate dai dati in possesso della Regione. I problemi maggiori, come sottolinea la delibera approvata dalla Giunta (18 giugno 2012, n.808), riguardano l’illuminazione pubblica (prevista nell'80,8% dei campi), la disponibilità di strutture per i servizi igienici (previste nell'88,5% ), le docce (previste nell'80,8%).

Sono 1.782 in tutto le persone che vivono nei campi, concentrate soprattutto in provincia di Bologna (500), Modena (446), Reggio Emilia (428). Persistono secondo la Regione condizioni di vita difficili nei campi, spesso sovraffollati, privi di servizi essenziali e delle condizioni minime di sicurezza.

Romania: Mayor moves Romas into segregated housing … and says it’s to improve living conditions


Roma people in Craica slum in Romania’s northern town of Baia Mare, 550 km northwest of Bucharest. There are an estimated 10 million Romas across Europe and one in five lives in Romania. The vast majority live on the margins of society in abject poverty, which makes them easy targets in troubled times, and pro-democracy groups say post-communist governments in the region have not done enough to improve their plight.

Aix-Marseille - Les associations tentent de (re)mobiliser pour les Roms

Toute la semaine dernière, les associations qui travaillent et militent aux côtés des Roms se sont rassemblées en France. A Marseille, cela s'est passé devant les principaux lieux de pouvoir. Mairie, préfecture, représentation européenne, puis aux Réformés samedi. Pour alerter sur la dégradation très forte des conditions de vie des Roms, dénoncer la politique de harcèlement, les tensions croissantes, les mesures transitoires qui interdisent de fait l'accès au travail. Et commencer à mettre la pression sur le nouveau gouvernement, histoire de vérifier si pour les Roms aussi, le changement peut éventuellement être pour maintenant. (...)

Slovakia loses another forced sterilization case in Strasbourg

Slovakia has lost yet another case regarding the forced sterilization of a Romani woman before the European Court of Human Rights (ECtHR) in Strasbourg. News server Týden.cz reports that the court also found Slovakia responsible for errors committed in the investigation of an assault committed by unidentified perpetrators against Romani people in 2002. The Slovak Justice Ministry has reported that the state will be paying a total of EUR 85 000 to the successful plaintiffs.

Belgrade, Budapest, 4 May 2012: The European Roma Rights Centre sent a letter to Serbian authorities yesterday urging protection of Romani people attacked in the settlement of Jabučki Rit. The Roma were among those forcibly evicted from Belgrade's Belvil settlement last week.

French Socialist Party presidential candidate calls for interning the Roma

Even the socialists ... François Hollande, Socialist Party candidate for president in the upcoming elections in France, proposed as a “solution” to the presence in France of Roma European Union (EU) citizens “the creation of camps ... to accommodate them”. “European rules to avoid our experiencing this constant to and fro [of the Roma]. Let there be camps that we can decide on, that is, to avoid these people settling just anywhere ... ".

The “Socialist” Hollande’s innovation is to suggest the building of internment camps and then preventing the Roma from returning by some sort of frontier control. Hollande is here attacking the free movement within the EU of these European citizens, one of the few progressive measures European capitalism temporarily conceded in the Schengen agreement in 1985.

Hungarian film on Roma persecution in Hungary


A film inspired by real-life attacks on Hungary’s Roma community had its premiere at the Berlin International Film Festival on Thursday.

El estudio está centrado sobre todo en los gitanos originarios de Bulgaria y Rumanía, dos países miembros de la Unión Europea, quienes tienen en teoría pleno derecho para transitar y residir en cualquier lugar del bloque.

Sin embargo, varias naciones, entre ellas Francia, han impuesto salvaguardas y aplican restricciones contra su estadía y su acceso a fuentes de trabajo obligándolos, de hecho, a practicar la mendicidad o aún la delincuencia, precisa el texto.

Para contratar a un gitano en cualquiera de los 150 oficios autorizados para su ejercicio, el empleador debe pagar un impuesto equivalente casi a un salario mínimo, lo cual lo desestimula a darle trabajo, revela la investigación.
